We are pleased to announce that our specialist asbestos testing, inspection and management company, Lucion Services Ltd, has had its successful partnership with Manchester City Council.
Lucion Services Ltd first started working with Manchester City Council in 2018, with the most recent NEC4 contract procured through the Pagabo Professional Services in Construction and Premises Framework.
Since April 2023 alone, the team has completed over 50 refurbishment and demolition surveys, plus 19 management surveys across the Council’s properties. It’s steady, reliable work that keeps their buildings safe and compliant.
Our Work With Manchester City Council
The work covers everything Manchester City Council needs when it comes to asbestos management:
- Re-inspection surveys to keep track of known materials
- Management surveys for their ongoing properties
- Pre-refurbishment and demolition surveys when they’re planning works
- Bulk sampling for identification
- Consultancy support on abatement projects

One project that stands out was back in April 2022, where our asbestos team surveyed a row of eight derelict shops with flats above. The building had been empty for years, which always brings challenges. Our surveyors coordinated with the Council to isolate the electrics, brought in their own lighting for the darker areas like basements, and used mobile elevated platforms to inspect the roof properly. Twenty-nine samples later, all processed through our own UKAS-accredited laboratory, and the Council had the detailed information they needed to move forward safely.
