The Consultancy and Associated Services framework (NOE.0570) has been established on behalf of NHS Procurement in Partnership (NHS PiP), a collaboration of four NHS procurement organisations. This framework offers a streamlined solution for contracting authorities seeking approved consultancy firms and service providers, promoting compliance and efficiency.

Taking the complexity out of asbestos management, our experienced, trusted consultants undertake a broad range of consultancy support services to aid our clients including the development of comprehensive asbestos management plans, the review of asbestos contractor method statements to ensure compliance and asbestos register reviews to prioritise any remedial action required.
As part of our compliance support services, we also offer system audits and management plan compliance audits/reviews which ensure duty holders have a clear plan with fundamental systems and processes in place and that it is communicated to all key personnel. We ensure you not only achieve compliance but also have the ability to put in place best practices protecting your stakeholders from risk.
Our asbestos removal specification services assess the risks and capture the preferred techniques for managing each asbestos-containing material within the context of the building works. Our consultants prepare the specifications with our clients, taking into account locations, methodology and the extent of the actual asbestos removal activity which has been planned.
Working collaboratively with all contractors on site, the specification will take into account all information and knowledge provided by your contractors.
Before engaging an asbestos removal contractor, it's essential to consider various factors prior to the commencement of work. Determine whether the work falls under the categories of licensable, non-licensable, or notifiable non-licensable. Additionally, establish the removal timeline and identify the necessary documentation to ensure proper execution, including waste disposal checks.
Our article, 'What to Watch for During Your Asbestos Removal Project' serves as a comprehensive 10-step guide. It elucidates the distinctions between licensable, non-licensable, and notifiable non-licensable asbestos removal works, outlines expected timelines, and provides insights on ensuring the success of your asbestos removal project.
While each project has its unique specifications, typical tasks involve:
Additionally, we provide a contractor vetting process. A usually safe working environment can be directly affected by contractors that are engaged. Our contractor vetting service ensures that the suppliers you use minimise the risk associated with their work.
Our in-house training division is a UKATA-approved trainer, vastly experienced in providing training solutions for clients across multiple sectors, including large organisations with thousands of office-based and site employees, each of which has unique responsibilities and various levels of exposure to asbestos in their day-to-day activities.
Within the NOE CPC Framework Lot A3 Health & Safety, Delta-Simons Ltd is approved to deliver a range of Environmental, Health and Safety services including but not limited to;
An Environmental, Health and Safety (EHS) management system is a framework of policies, processes and procedures which help an organisation to manage risk, drive continual improvement and operate in compliance with health, safety and environmental regulatory requirements.
Our expert team of EHS Consultants have extensive experience in developing and implementing EHS Management System across a wide range of businesses and industries, and in providing support and advice to clients to achieve certification.
In the UK it is a legal requirement for all employers to conduct risk assessments of their activities and work environment. Employers with more than five employees must document these risk assessments. These are generally documented in workplace risk assessments which may be specific to particular areas, or activities, or a combination of both. Risk assessments must be completed by someone with the right experience and competence to do so and reviewed on a periodic basis or when significant changes occur.
We support clients by developing new or reviewing existing risk assessments and training employees to undertake risk assessments internally. We can also assist with highlighting missing hazards that could place people at risk and put an organisation at risk of non-compliance.
Unlike a generic risk assessment, a hazardous substance risk assessment, also known as a Control of Substance Hazardous to Health (COSHH) risk assessment, specifically identifies and assesses the potentially hazardous substances that could cause harm to people within the workplace, members of the public and the surrounding environment.
A hazardous substances COSHH risk assessment allows duty holders to effectively minimise the potential risks and manage any residual hazardous substances risks through implementing preventative measures and safe systems of work, in compliance with the EH40/2005 Workplace Exposure Limits.
UK REACH applies to all chemicals, whether they are hazardous or not. A chemical does not need to be a liquid – it may be a gas, a powder or even a solid. For example, rolls or sheets of copper or aluminium may be treated as chemicals if they are supplied as raw materials.
The implementation of an effective management system supports an organisation in ensuring a structured and consistent approach to reviewing and mitigating EHS risks.
Developing and implementing an EHS Management System is not a legal requirement. However, if your operations are regulated under an Environmental Permit, you are required to develop and implement an Environmental Management System to help you control any potential emissions associated with your activities.
An Environmental, Health and Safety (EHS) audit is a comprehensive review that focuses on whether your organisation is meeting its obligations in terms of regulatory guidelines, corporate standards or adherence to a specific contract or terms of agreement.
Our expert auditor team have extensive experience across many sectors and geographical regions.
We’ll work together to understand the required scope and preferred methodology for your audit programme. Our auditors then plan and implement an audit regime that takes into account existing EHS programmes and operational activities.
Accident, incident and near-miss reporting is a crucial part of any effective EHS programme to identify trends, establish root causes and prevent recurrence.
Our consultants help clients to grow a solid reporting culture by engaging with all levels of the organisation to ensure that employees are aware of why, when and how to report incidents.
We can manage the accident and incident reporting process on behalf of our clients to ensure they meet their legal obligations - receiving, responding to and investigating incident reports.
Within the NOE CPC Framework Lot D2 - Environmental & Sustainability, Delta-Simons Ltd is approved to deliver:

We have vast experience of developing bespoke environmental monitoring programmes to investigate how and where energy is being wasted in buildings.
Many buildings are over-specified and consume more energy than they were designed to. By assessing environmental conditions holistically and in conjunction with energy data, facilities managers can fine tune their buildings to improve energy efficiency, whilst also improving the comfort and wellbeing of occupants.
Our environmental monitoring consists of:
Energy Performance Certificates (EPCs) are required whenever a property is sold, rented or newly built. An EPC rates the energy efficiency of the building, from A (most efficient) to G (least efficient). It also includes recommendations of how to reduce energy consumption within a building.
From April 2018, rental properties will be required to achieve minimum energy efficiency targets. Landlords will not be able to legally let a non-domestic property with an EPC Rating of less than ‘E’. This relates to new tenancies and renewals. However, from April 2023, this will extend to all existing tenancies; with F&G rated buildings essentially phased out of the British rental property market.
Delta-Simons can provide cost-effective EPCs for the non-domestic sector, for property transactions and/or new lease agreements. In addition, Delta-Simons can also assess the implications for individual assessments or entire portfolios to reduce risk.
All new non-domestic buildings must comply with Building Regulations Part L2A, and demonstrate achievement of minimum energy and carbon performance targets.
The Simplified Building Energy Model (SBEM) is an approved method for undertaking compliance assessment for Part L2A. SBEM models a building’s energy consumption based on its geographical location, scale, shape, orientation, materials, construction, fuel sources, building services and controls.
Delta-Simons can work with your design team to produce cost-effective SBEM calculations for your new build or refurbishment project.
Supporting Mergers and acquisitions by reporting on energy efficiency prior to asset purchase. Our review of operational demand will often involve:
The Energy Saving Opportunity Scheme is a non-voluntary reporting requirement that requires qualifying organisations to identify potential energy efficiency measures.
Our team can support in complying with ESOS regulations through the delivery of compliance plan workshops, which will establish full client responsibilities. In instances where multiple options exist, we will work closely with organisations to agree a preferred approach and methodology.
Our dedicated consultants are well-placed to conduct a gap analysis which reviews both current and historic consumption data and provides an assessment of your collection processes. The work will involve the delivery of BS EN 16247-2 compliant building energy audits and the submission of a ESOS Compliance Report.
BREEAM is the world’s leading environmental assessment method for sustainable buildings; it quantifies the environmental performance of new and existing buildings.
Our team can assess and assist your building project to achieve desired BREEAM ratings through the required nine categories. From pre-assessment, to design stage certificate, to post-construction stage, We can manage the entire BREEAM process – engaging and coordinating relevant parties, and fulfilling their responsibilities in a timely manner.

Net-Zero is an ambitious target for governments, companies and institutions to dramatically reduce mankind’s impact on the environment and to prevent the most damaging effects of climate change.
Significant cuts in emissions are needed over the next three decades (45% reduction by 2030 and 80% by 2050). These can be achieved by companies taking action, but also through wider societal changes such as grid decarbonisation, introduction of electric vehicles etc. Any residual hard-to-decarbonise emissions can be compensated by the use of certified carbon offset projects.
