The HBF’s recent submissions to the UK Government paint a picture of an industry hamstrung by systemic issues. Local Planning Authority (LPA) funding has been slashed by 43% since 2009/10, resulting in just 49% of planning decisions being made within statutory timeframes by 2021 – down from 85% in 2009. Meanwhile, 61% of LPAs lack an up-to-date local plan, with at least 19 plans delayed or withdrawn in recent months alone, blocking an estimated 100,000 homes.
Environmental regulations, particularly nutrient neutrality requirements affecting 74 local planning authorities and delaying over 100,000 homes, have added another layer of complexity. For example, the Somerset authorities calculated that urban sources contribute just 4% of phosphates compared to 42% from farming and 52% from wastewater treatment works, yet residential development bears a disproportionate burden of restriction.

Housing Sector Under Strain
The housing sector’s contribution to the economy is substantial. In 2020/21, the industry supported almost 700,000 jobs, generated £37.7bn of economic activity, invested £6.2bn in affordable housing, and contributed £2.7bn in tax. Yet this contribution could be “considerably higher if the barriers in the planning process can be overcome,” according to the HBF.
With housing associations’ reinvestment reaching a record £14.8bn despite financial pressures dampening operating margins, and government promises of a long-term housing strategy “shortly,” the sector is clearly at an inflection point.
The government’s 1.5 million new homes target feasibility is being called into question with demands for policy reform. Offsite BNG unit providers are warning that widening exemptions for small sites “risks undermining nature recovery” and “destabilising the emerging BNG market,”. The Senedd Cymru Welsh Parliament, is questioning a 26% drop in delivery and raising concerns about newly arising need of between 7,800 and 9,300 additional homes annually in Wales. These critical issues contribute to the destabilisation of progress within the housebuilding sector.
Chapman goes on to explain:
