Dan joins our specialist Environmental Consultancy business, Lucion Delta-Simons Ltd, with more than a decade of specialist experience delivering complex air quality, environmental lighting and odour assessments for developers, local authorities, major infrastructure schemes, industrial operators, and nationally significant infrastructure projects.
His background includes leading multidisciplinary teams, authoring national guidance, and supporting government bodies in environmental policy implementation.
Air Quality Keeps Moving up the Agenda
The air quality, lighting and odour disciplines are entering a period of significant change, driven by new regulatory expectations, evolving planning policy, and increasing public scrutiny of environmental impacts.
Change to PM2.5 Targets
The Environmental Targets (Fine Particulate Matter) (England) Regulations 2023 set two new targets for fine particulate matter (PM2.5) with regards to impacts from lighting and pollution:
- A maximum annual mean concentration target of 10µg/m3 to be achieved by 2040 (the AMCT); and
- A population exposure reduction target of 35% compared to 2018 to be achieved by 2040 (the PERT).
These targets require a different approach to that used by applicants and Local Authorities in response to existing air quality legislation.
Dan’s experience and knowledge in this area can assist with providing appropriate and clear technical advice as these lower objectives come into place.
Evolving Expectations for Environmental Lighting
Environmental lighting is increasingly recognised as a key ecological and amenity consideration within planning. Updates to ILP guidance, alongside strengthened biodiversity requirements in the NPPF and Biodiversity Net Gain legislation, are reshaping how lighting assessments are undertaken.
Key trends include:
- Greater emphasis on ecological receptors and dark‑sky preservation
- More stringent modelling of obtrusive light and sky glow
- Increased scrutiny of sports lighting and large‑scale floodlighting near sensitive habitats
- Integration of lighting with landscape‑scale ecological strategies
Dan’s Expertise and Track Record
Dan brings a uniquely broad and technically deep skillset, including:
- Air quality monitoring (diffusion tubes, low‑cost sensors, FIDAS, Osiris, gaseous analysers)
- Advanced dispersion modelling (ADMS, AERMOD, SCAIL)
- 3D lighting modelling and assessment and daylight/sunlight/overshadowing analysis
- Odour monitoring and assessment
- GIS analysis (MapInfo, QGIS, ArcMap)
- Tool development, including updates to Defra’s Emission Factor Toolkit
- Acting as expert witness for Nationally Significant Infrastructure Projects and local plan examinations
- Preparing national guidance for Defra, including TG.22 and supplementary LAQM documents
- Reviewing major planning applications for local authorities, including Ebbsfleet Development Corporation, London Borough of Hounslow, and Canterbury City Council.
- Delivering EIA‑level assessments for large urban extensions, airports, solar schemes, and complex mixed‑use developments
