Principal Flood Risk Consultant
Liam brings nearly a decade of experience in flood risk and water resource management to his role as Principal Flood Risk Consultant at Lucion Delta-Simons Ltd.
Liam’s career spans the full spectrum of flood risk management and water resources within planning, consenting and asset management. From flood risk assessments and drainage strategies to water neutrality assessments and environmental impact assessment, he has successfully guided clients through complex regulatory frameworks across residential, commercial, industrial and energy infrastructure developments.
Since joining Lucion Delta-Simons, Liam has been responsible for delivering technical excellence across multiple concurrent projects, providing quality assurance and technical guidance to teams, and ensuring clients navigate the evolving water efficiency and flood risk landscape with confidence. His focus is on delivering practical, compliance-driven solutions that support sustainable development whilst protecting vital water resources and managing flood risk effectively.

Liam holds a BEng in Environmental Engineering from the University of Southampton and is proficient in AutoCAD, Micro-Drainage, and GIS. His hands-on experience encompasses surface water modelling support, WFD assessments, climate change adaptation, optioneering assessments, and regulatory consenting across diverse project portfolios.
Prior to his consultancy career, Liam spent over four years with the Environment Agency as an Asset Performance Officer, where he managed flood defence asset maintenance projects, conducted asset inspections, and oversaw project delivery from design through to construction across Manchester and Cornwall. This public sector experience provides him with invaluable insight into regulatory expectations and stakeholder requirements.
Throughout his career, Liam has delivered flood risk and drainage solutions for residential developments, battery energy storage sites, industrial facilities, and European corporate portfolios. His expertise covers both compliance-driven assessment and strategic water resource management, enabling him to provide practical, informed recommendations that support critical decision-making around planning approval, climate resilience, and sustainable water management.
With a strong academic foundation in environmental engineering and extensive practical delivery experience, Liam is focused on ensuring Lucion’s flood risk and water services deliver exceptional value to clients whilst supporting sustainable development and climate change adaptation across the UK.
